Abstract:
Ever since the publication of the Kennedy Report in Ireland in 1970 (Kennedy, 1970), the challenge of how best to meet the needs of children and families has been increasingly debated in policy, practice, academic, political and media circles. Central to this debate has been the reform of services involved in this work.
